To Mr. Abdelilah Benkirane Head of Government

We are pleased to address you, after your appointment by King Mohammed VI, as Head of the Government, wishing you every success in your mission.

Our country has made significant strides in the field of the protection of women's human rights and their advancement, especially during the last decade. The 2011 Constitution came to enshrine and entrench those rights through stipulating, for the first time, the principle of prohibition of discrimination based on gender, and through establishing equality between men and women as citizens in the enjoyment of fundamental freedoms and civil, political, economic, social and cultural rights. Moreover, the constitution allows the legislator to take action to redress the historical shortfall that caused the inferior status of women in the private sphere, and their exclusion from participating in decision-making positions in the public space.

Therefore, the Democratic Association of Moroccan Women (ADFM) -- which has actively raised awareness of the struggles of women, along with the rest of the Moroccan movement for women's rights, for more than a quarter of a century -- expects that your government will put into practice the constitutional mandates that institutionalize gender equality by translating them procedurally through integrated public policies.

In this context, we expect a statement from your government in line with the spirit and the proclamation of the Constitution, and with Morocco's obligations, as a state party of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW); and with Moroccan women’s aspirations for freedom, dignity and equality, which are considered among the most important pillars of citizenship and the bases of democracy building.

Applying the principle of the continuity of institutions, in accordance with the modernist choices of the country, we expect that your government will adopt "the government's agenda of Equality", validated in March 2011, as a minimal starting point for the harmonization of the remaining discriminatory laws; and will take effective legislative, regulatory, financial and educational measures to eradicate discrimination and violence based on gender and to promote the culture of equality and full citizenship for women.
