Leading to Choices is based on a conceptualization of leadership as horizontal, inclusive, and participatory. In this model, leadership is viewed as a process that leads to greater choices for all by fostering communication among individuals who learn from each other, create a shared vision, and reach a common goal forged by consensus. The handbook responds to the need for leaders who aspire to create egalitarian, democratic, and pluralistic societies based on collaborative decision-making, coalition-building, and gender equality.

Leading to Choices features a contextual chapter, twelve workshop sessions, and an appendix containing culture-specific scenarios relevant to the cultivation of effective leadership skills. At the heart of each workshop session is a case study or scenario. The scenarios depict individuals who discovered personal leadership skills that enabled them to address a challenging situation in their community. Scenarios also feature the innovative work of organizations from around the world that emphasize participatory decision making and communication, both internally and with their constituencies. The sessions are organized as a progression in learning.

Leading to Choices is designed to be adapted and customized to suit the diverse cultural, political, and socio-economic needs of women and men around the world. Meant for use in interactive workshops, the handbook includes "Guidelines for Facilitating" that enable the user to create a stimulating environment that promotes mutual respect, dialogue, and collaboration. The curriculum has been used in leadership training workshops in over 50 countries with women, young girls, and men; Muslims and Christians; and human rights activists, university students, women NGO representatives, refugees, rural women, domestic workers, lawyers, and journalists, among others.

The fourth in a series of Leading to Choices workshops was held on November 3rd and 4th, 2010, in Ta'alabaya, Lebanon in partnership with Najdeh Association. This village, with many mixed marriages, has numerous women who have been adversely impacted by their inability to pass on their nationality to their family members.

For civil society, Central Asia has become one of the most difficult places to work. Freedom of assembly, an open press, and internet usage have eroded throughout the region.Uzbekistan has remained all but closed to NGO activity. WLP's former partner in Uzbekistan, Tashkent Women's Resource Center (TWRC), which organized WLP's first Central Asia Regional Institute in 2005 in cooperation with Shymkent Women's Resource Center (SWRC), was forcibly closed by the government in 2006.Kyrgyzstan has seen significant political turmoil, with a coup in April. A violent outbreak in southern Kyrgyzstan in early June led to further attempts to intimidate and silence human rights activists.

From 13 to 16 March 2009, the Association of Women Heads of Families (AFCF) organized a training workshop for trainers in female leadership in collaboration with the Democratic Association of Moroccan Women (ADFM) and with support from Women’s Learning Partnership for Rights Development and Peace (WLP). According to Ms. El Moctar, president of AFCF, female leadership is feasible in Mauritania. “We cannot wait for a favorable situation. One cannot expect that people give us the opportunity to evolve as leaders. It is up to us, women, to win and create this dynamic of leadership, whatever the political, environmental, economical, and social situation."
